Abstract Competency is a central concept for human resource management, training and education. We define competency as the capacity of person to display generic skill with certain level performance when applied one or more knowledge entities. Competencies, referentials grouping competencies, are essential elements user models, e-Portfolios, adaptive learning, personalization in Technology-based learning.
